The short version

Voters approved the school bond in November 2024. The current plan keeps two middle schools, replaces Wickford Middle School, renovates Davisville Middle School, and funds work across the district’s other buildings. RIDE approved a revised $136.27 million project package in January 2026, with an expected state share of about $47.69 million. The work is now moving through design, procurement, financing, and early capital projects. [election-2024-question-7nksd-public-forum-2024ride-commissioner-memo-2026stage-three-schematic-design-2026]

Why it matters

This is one of the largest public investments North Kingstown has approved. The final cost, state reimbursement, construction sequence, contract awards, and tax impact will depend on decisions made over several years. Residents should not have to search across school, town, and state websites to understand what changed or where the money stands.

Residents approved the borrowing. They should be able to follow the scope, contracts, schedule, reimbursement, and changes without sifting through years of meeting packets.

Current status

The district is working through RIDE’s Stage III design process while advancing early capital work. Current priorities include school roofs, parity between Wickford and Davisville middle schools, and stabilization work at the elementary schools. A final guaranteed maximum price for Wickford Middle School and a current consolidated spending report have not been verified. [stage-three-schematic-design-2026opm-update-2025nksd-project-hub]

The most recent Town Council agenda reviewed for this page was July 13, 2026. It included a Finance Director overview of the school and public-safety bond projects and a $200,000 commissioning-services item. Approved minutes for that meeting have not been linked here yet. [town-council-july-2026]

What the current plan includes

Scope remains subject to final design, alternates, available funding, and RIDE review. Not every item discussed in earlier presentations is guaranteed to be completed.

What remains unclear

The public record answers some questions and leaves others open. These items stay listed until the underlying records are posted.

  1. 01

    Current total actual expenditures

No consolidated public finance report in this library shows how much of the school-project funding has actually been spent to date.

  2. 02

    Current unpaid contract commitments

Approved contract awards are listed here, but open unpaid balances against those awards have not been verified.

  3. 03

    Debt issued to date

Appropriation items appear on agendas and minutes. The amount of school-project bonds or notes actually issued still needs a current primary source.

  4. 04

    State reimbursement received to date

RIDE identified an expected state share. Actual reimbursement payments received by North Kingstown have not been verified here.

  5. 05

Final guaranteed maximum price for Wickford Middle School

Design and procurement are underway. A final GMP has not been located in the sources reviewed for this page.

  6. 06

Confirmed Wickford construction and opening date

Projected schedules appear in schematic-design materials. A firm construction or opening date has not been confirmed.

  7. 07

Final Davisville base scope and selected alternates

The RIDE-approved package includes renovation work and potential alternates. Final selections have not been verified.

  8. 08

    Final elementary-school scope

RIDE figures provide an approved cost basis. Final scope by elementary school remains subject to design and funding decisions.

  9. 09

    Final sustainability and net-zero scope

Sustainability systems have been discussed with RIDE. Final scope and cost treatment are still open in the public record.

  10. 10

    Reimbursement eligibility for sustainability components

Whether specific sustainability items qualify for state reimbursement still needs a clear primary-source answer.

  11. 11

    Final Project Labor Agreement decision

PLA discussions appear in project materials. A final decision has not been verified for this page.

  12. 12

    Final Wickford wastewater plan

Wastewater options remain under review. A final plan has not been confirmed in the sources cited here.

  13. 13

    School-bond-only tax impact

Published tax projections combine the school bond with the public-safety bond. A school-only figure has not been verified.

  14. 14

    Future transportation or redistricting effects

Longer-term transportation or attendance-boundary effects are not established in the current verified source set.

How the plan changed

  1. NKSD completed a district facilities master-planning process. [school-project-archives]

  2. A $167 million proposal centered on a consolidated middle school was presented to voters and rejected. Site investigations and feasibility work later changed the direction of the project. [school-project-archivesnksd-public-forum-2024]

  3. The district developed a plan to retain two middle schools, construct a new Wickford Middle School, renovate Davisville Middle School, and complete capital work across the district. [nksd-public-forum-2024nksd-project-hub]

  4. Question 7 passed with 57.7% approval, authorizing up to $137.2 million in school-facility borrowing. [election-2024-question-7question-7-referendum-page]

  5. NKSD and RIDE discussed Wickford costs, consultant expenses, design efficiency, building configuration, sustainability systems, and potential savings. [nksd-ride-sba-meeting-2025-03]

  6. The Town Council authorized an initial $20 million school-project appropriation. [town-council-april-2025]

  7. The Town Council awarded project-management, design, environmental, flooring, mechanical, and water-station contracts. [town-council-june-2025town-council-august-2025town-council-september-2025]

  8. RIDE approved a $136.271 million necessity-of-construction package with an expected $47.695 million state share. [ride-commissioner-memo-2026ride-council-minutes-2026ride-approval-announcement-2026]

  9. The project moved through schematic design, RIDE comments, bidding preparation, land-development planning, and review of construction options. [stage-three-schematic-design-2026building-committee-minutes-2026-03]

  10. The Town Council agenda included an additional $30 million school-project appropriation. Final minutes or a signed resolution have not been verified here, so the full amount is not listed as debt issued. [town-council-may-2026town-council-may-2026-overview]

  11. The Town Council agenda included a Finance Director bond overview and a $200,000 commissioning-services item. The confirmed result depends on approved minutes once they are published. [town-council-july-2026]

Keep the record public

Voters approved the borrowing. Scope, contracts, reimbursement, and schedule changes should stay easy to follow as the work moves.

Appropriation, contract award, schematic update, and meeting records should stay easy to find next to the claims they support.
